cuOpt SQL API (WIP)

The cuOpt SQL surface is under development. The cuopt_* table functions are not yet exposed in a release: there is no cuopt Cargo feature yet, and a query that calls a cuopt_* function currently fails as an unknown table function. The shape described below is the intended direction and may change.

Algeon plans to expose NVIDIA cuOpt as SQL table functions over DataFusion SQL sessions, following the same pattern as the cuGraph SQL API and the cuVS SQL API: each cuopt_* function reads a relation of decision inputs, runs a GPU optimization workload, and returns rows you can join and filter alongside the rest of your query.

Until the functions ship, gpu_list_functions does not list a cuopt family, and no relation shape or option schema is final.
